INCIDENT MANAGEMENT SITUATION REPORT

SATURDAY, NOVEMBER 20, 1999 - 0900 MST
NATIONAL PREPAREDNESS LEVEL II



CURRENT SITUATION:

New large fire activity was reported in the Southern Area.  Containment
objectives were reached on fires in the Rocky Mountain, Eastern and
Southwest Areas.  Moderate to high initial attack activity occurred in the
Eastern and Southern Areas.  The National Interagency Coordination Center
mobilized helicopters, large transport aircraft, lead planes, infrared
aircraft, telecommunications equipment, crews, a Type I Incident
Management Team and miscellaneous overhead.  Very high to extreme fire
indices were reported in Utah, Arizona, Colorado, Kansas, Nebraska, South
Dakota, Illinois, Indiana, Missouri, Georgia, Kentucky, Mississippi,
Oklahoma and Tennessee. 


SOUTHERN AREA LARGE FIRES: 

STANTON COMPLEX, Daniel Boone National Forest. A Type I Incident
Management Team (Bennett) is now in place and is now handling all fires on
the Stanton Ranger District. The fires are eleven miles east of Stanton,
Kentucky.  The Coppers Creek fire has been added to this complex. 
Additional resources have been ordered. 
 
BOOTENS GAP, Shenandoah National Park.  A Type I Incident Management Team
(Carvelho) is assigned.  This fire is ten miles east of Shenandoah,
Virginia.  Good progress was made on containment objectives. 

AVEY COMPLEX, National Forests in North Carolina.  A Type II Incident
Management Team (Kearney) is assigned.  The fires are five to eight miles
from Robbinsville, North Carolina.  Weather conditions were favorable and
aided in containment efforts.  Crews continued to make good progress
building fireline. 

NARROWS, Ozark and St. Francis National Forests.  This fire is 20 miles
north of Russelville, Arkansas.  Burnout operations are being completed to
contain the fire within natural barriers. 

MOSES CREEK, National Forests in North Carolina.  This fire is 15 miles
east of Cullwhee, North Carolina.  The fire is burning in hardwood litter
within the Wayechutta ATV trail system.  Dozer line aided crews in
fireline construction and burnout operations are nearing completion.  This
was originally two separate fires which burned together. 

OLD ROUGHY, National Forests in North Carolina.  This fire is five miles
north of Robbinsville, North Carolina.  Air support was used as a
reinforcement for crews during burnout operations.  Six structures were
successfully protected.

SOUTHWEST AREA LARGE FIRES: 

ANDERSON, Cibola National Forest.  This fire is near Tahique, New Mexico. 
This fire is in the same area as a prescribed fire which was stopped on
Monday due to dry conditions.  The fire is under investigation to
determine exact cause.  Two homes were evacuated Thursday morning;
residents were able to return in the evening.

OUTLOOK:

Missouri and Illinois will be mostly sunny with high temperatures in the
50's and humidities at 30 to 40 percent. 

Indiana and Kentucky will be mostly cloudy with isolated morning showers
in the west and scattered morning showers in the east.  High temperatures
will be in the 50's with humidities ranging from 40 to 55 percent. 

Virginia and North Carolina will be mostly cloudy with a chance of showers
and local wet thunderstorms.  High temperatures will range from 55 to 70
degrees with humidities ranging from 45 to 60 percent. 

Georgia will be mostly cloudy with a chance of showers and local wet
thunderstorms.  High temperatures will range from 55 to 70 degrees with
humidities ranging from 50 to 65 percent. 

Southern California will be sunny in the valleys and partly cloudy in the
mountains.  High temperatures will be in the 50's to mid-60's in the
mountains, 70's in the deserts, and 60's in the valleys.  Humidities will
range from 40 to 50 percent in the mountains, 20 to 30 percent in the
deserts, and 30 to 50 percent in the valleys.
