Key Points
- On 24 March, a high-level mission, made up of representatives of UN
agencies, IOM and international and nongovernmental organisations
(INGOs), visited Sa'ada City, at the invitation of the Governor of
Sa'ada. The mission met IDPs in camps, held a meeting with the Governor
of Sa'ada and the District Council to gain a better understanding of the
situation and advocate unimpeded access to people in need of
humanitarian assistance, and assessed the possibility of reopening the
joint UN office in Sa'ada City.
- Although the ceasefire is holding, the situation remains fragile.
Basic services in Sa'ada town are resuming. Some schools and hospitals
have been reopened and electricity is connected for a few hours a day.
However, available information suggests that the population remains in
dire need of lifesaving humanitarian assistance. Therefore, humanitarian
actors have finalised a joint Operational Plan outlining initial
humanitarian intervention. The plan foresees the carrying out of joint
rapid needs assessments and the subsequent design of medium-term
response plans. In addition, it envisages the immediate delivery of
basic assistance using readily available agencies' stocks. The
Humanitarian Country is advocating for access in order to start
implementing this plan.
- The 2010 Yemen Humanitarian Response Plan (YHRP) remains underfunded
at 19.9 percent (US$ 35 million). Due to the continued low level of
funding, a number of agencies have had to significantly reduce their
activities. In particular, since the beginning of March, food rations
were reduced to 75 percent of standard monthly rations, 30 percent of
targeted nutrition assistance beneficiaries were cut out from the
programs, and the provision of essential healthcare services remains
limited.
- A number of projects in the YHRP will be reviewed in April and, due to
the growing needs and increase in beneficiaries since the YHRP was
drafted in 2009, the total requested will increase.
