                      OCHA Situation Report No. 1
                             30 July 1999


GENERAL SITUATION

1.  Heavy and continuous precipitation between 9 and 14 July has led to
extensive flooding in central parts of Serbia. Daily recorded
precipitation in the Morava and Kolubara river water basins was the
highest since 1925, and despite flood protection measures, flood waters
have caused extensive damage to private homes, communal and industrial
property, power lines, roads, bridges, crops and agricultural land.  A
state of emergency was announced and an appeal for international
assistance was transmitted to OCHA by the Permanent Mission of the Federal
Republic of Yugoslavia in Geneva.  The OCHA Office in Belgrade has
conducted a preliminary assessment of damage and collected more detailed
information from national authorities, the Red Cross /Crescent Movement
and other humanitarian partners.  The following information has been
reported:

2.  The regions most affected by the 9-14 July precipitation include:

  - Belgrade district; including the municipalities of Rakovica and
    Cukarica, Obrenovac, Lazarevac, Mladenovac, and Grocka

  - Podunavlje district; including the municipalities of Smederevska,
    Palanka and Plana

  - Sumadija district: including the municipalities of Kragujevac, Raca,
    Arandjelovac, Topola Lapovo and Knic

  - Morava district; including the municipalities of Gornji Milanovac and
    Cacak

  - Pomoravlje district; including the municipalities of Jagodina,
    Despotovac, Svilajnac, Rekovac and Cuprija

  - Bor district; including the municipality of Kladovo


3.  According to assessments carried out by the Yugoslav Red Cross in
early July, over 10,300 people have been displaced as a result of
flooding, with over 5,000 displaced from Smederevsk Palanka.  In Sumadija
district alone, the International Federation of the Red Cross and Red
Crescent Societies has reported that 17,000 homes were flooded.

4.  Over 54,000 people are estimated to be in need of emergency relief
assistance as a direct result of the floods of 9-14 July.  The majority of
these displaced are with host families or relatives, although a number
have been relocated to reception centres and temporary accommodation in
schools and motels.

5.  Heavy rainfall in the last weeks of July has caused additional floods
elsewhere in Serbia, and most recently in Ub, near Obrenovac, where 600
homes have been flooded on 29-30 July.  As a result of flooding since 14
July, the estimated number of people requiring immediate relief assistance
has risen to 60,000.  As heavy precipitation is continuing throughout
Serbia, this figure may well increase.


RESPONSE TO DATE

6.  Local authorities and government agencies have been involved in
responding to the emergency requirements, including repairing
flood-damaged roads, power lines, and water supply. The International
Federation of the Red Cross and Red Crescent Societies and the Yugoslav
Red Cross have conducted rapid assessments of the flood-affected areas and
are making a one-off distribution of emergency supplies (including food
and infant parcels, oil, sugar, hygiene packages, and water purification
tablets)  to 70,000 beneficiaries in the district of Sumadija.  
Assistance to other affected districts is being carried out by the
Yugoslav Red Cross, Civil Protection and local authorities.


IMMEDIATE REQUIREMENTS

7.  The IFRC and the Yugoslav Red Cross have reported that their
in-country supplies are depleted and that relief supplies are required for
at least 60,000 flood-affected beneficiaries to cover needs for August
through to October.  Following close consultations with the IFRC, YRC,
Civil Protection and government agencies, the request for immediate
international assistance is as follows:

9.  The International Federation of the Red Cross and Red Crescent
Societies will act as the conduit for contributions to this emergency
appeal.

10.  OCHA is prepared to serve as a channel for cash contributions for the
immediate relief needs detailed above and will provide written
confirmation of their use. Funds should be transferred to OCHA account No.
CO-590.160.1 at the UBS AG, P.O. Box 2770, CH-1211 Geneva 2, with

11.  For coordination purposes, donors are requested to inform OCHA
Geneva, as indicated below, of relief missions, pledges or contributions
and their corresponding values by item.
